Atomic predicate: product spec lives in .pm/board.yaml; REQUIREMENTS.md is a pointer; HUD frontend work from the same commits is included for review.

Capture the agreed 34 requirements in REQUIREMENTS.md. Implementation
details are omitted.
Replace REQUIREMENTS.md as source of truth with the pm-board yaml.
Drop README friction-scalar lies. Include pending HUD frontend work.
